Where is certinst doc

Question: Where is CERTINST.DOC? DEPLOY.TXT says it is on the web. Answer: This file is elusive. Usually you won't find it. In any case, in general, the only certified install programs are Install Shield Express and apparently, occasionally, Wyse Technology's install program. Only these two are BDE aware.
